Overview

Located in beautiful Fort St. James, BC where outdoor recreation (such as water sports, fishing, biking, hiking, hunting, skiing and more) is in abundance and where home prices are affordable, BioNorth Energy is looking for an HSE Coordinator to join the family. 

 

BioNorth Energy, formerly the Veolia Fort St. James Green Energy Project, is a joint-venture partnership between the Arrow Group of Companies (Arrow), the Nak’azdli Development Corporation (NDC), the economic development arm of the Nak’azdli First Nation (Nak’azdli), and low-carbon infrastructure developer, Nexus PMG (Nexus). 

 

The Energy Plant is a 40-megawatt biomass power generation facility which began commercial operation in late 2017, under a 30-year electricity purchase agreement (EPA) with BC Hydro.   

 

Making use of forest biomass, such as biologs, wood waste and hog fuel to make electricity is a way for the Province to meet the energy objectives of its CleanBC plan and shift BC to a lower carbon economy. By combining the knowledge and complimentary skillsets of Arrow, the NDC and Nak’azdli, and Nexus PMG, we are ideally positioned to turn the plant into a successful energy producing facility.  

Reporting to BioNorth's General Manager and support from Arrow's Director of HSE, the HSE Coordinator will have Health, Safety and Environmental oversight over the Energy Plant and its approx. 30 employees.

Responsibilities

 

Reporting to and working closely with the General Manager Operations, the Health, Safety and Environment (HSE) Coordinator’s primary role is to provide advice and support on all HSE matters to all employees in order to meet stringent internal policies and standards, legal responsibilities and to promote best practice.

 

This position monitors compliance with Health Safety and Environmental legislation and BioNorth Energy’s (BNE) policies and standards and reposts accordingly.

 

The HSE Coordinator also focuses on identifying, evaluating and controlling HSE impacts and risks and leads through exemplary behavior.

 

Major Responsibilities

  • Promotes a “zero incident” approach to HSE issues across the business internally and externally
  • Collaborates actively with internal stakeholders on all HSE files
  • Assists in setting HSE objectives. Develop and implement new initiatives and policies
  • Assists operational teams in achieving HSE objectives. Identify gaps in the management system and make recommendations for improvements
  • Identify existing or potential risks and implement corrective measures targeting prevention measures.
  • Conduct Site Hazard Assessments, Job Hazard Assessments, Field Level Hazard Assessments and site inspections and assist with the development of safety documentation such as SWPs, ERP and SOPs
  • Promote best practice and a pro-active approach. Assist in producing written safety procedures
  • Conduct compliance audits on site, submit recommendations, and ensure follow up of corrective actions
  • Conduct investigations of incidents and accidents and follow-up of corrective actions; update and draft any associated documents and procedures
  • Carry out HSE training needs analysis; implement and design training programs. This includes developing site-specific competencies for supervisors and operators and the provision of training in specialized areas. Train employees on the application of certain regulations and procedures related to the health, safety and environment at work (eg., confined space, fall protection, lockout, high-pressure, WHMIS, TDG, breathing apparatus, etc.)
  • Liaise with internal stakeholders, other OH&S professionals and regulatory authorities.
  • Ensure good communication and cooperation with corporate teams.
  • Develop and maintain site emergency and business continuity plans in conjunction with the GM and other plant management
  • Ensure that the environmental monitoring of the site is executed (groundwater, process water, storm water, air emissions, etc.) and is consistent
  • Manage environmental nonconformities (received by authorities)
  • Perform annual reporting requirements
  • Supervise hygiene campaigns annually
  • Monitor work sites regularly including during shutdown activities.
  • Work with the site teams to prepare and review safe work procedures for all operating and shutdown activities
  • Provide guidance to the plant’s health and safety committee
  • Ensure good communication with stakeholder representatives
  • Ensure the compliance of subcontractors and participate in their pre-qualification
  • Follow all workplace safety policies and compliance regulations and participate in identifying hazards
  • Provide internal and external Customer Service excellence
  • Other duties as assigned by Manager

You Possess

  • Diploma or Certificate in OHS preferred
  • Minimum five years of related experience g. Power Plant/Large Scale Boiler Systems/Pulp mill/ O&G/Mining
  • Familiarity with power plant operations an asset
  • An equivalent combination of education and experience may be considered
  • Level 3 First Aid certification is preferred
  • Experience in development and implementation of plant-wide initiatives
  • Previous experience working with boilers, power plants, pulp mills, and biomass is an asset
  • Confined space experience and lock out training
  • Knowledge of mechanical, electrical, and piping systems
  • Strong safety mindset with a commitment to HSE compliance
  • Strong understanding BC’s OH&S regulations and their application
  • Excellent work ethic and positive team attitude
  • Internal and external customer service skills
  • Demonstrates strong communication skills both verbally and written
  • Strong computer skills with proficiency using Microsoft Office programs
  • Strong leadership and training abilities
